Three Strengths:
Hard Worker
Ricky has always worked hard; he grew up in a family that made it clear that slackers would get nowhere in life, and he's carried a strong - and at times slightly judgmental - work ethic through his life. He's not a workaholic - once he's off work, he's off - but he's a firm believer that everyone should give their all doing something in life, and any job that needs doing is one that's worth doing.
Not Squeamish
Ricky's got a high tolerance for ... most things. While there are certainly things that set him off, those are usually social. For everything else, he's a well of patience. He has no problem dealing with things that are disgusting, frustrating, slow-paced, or anything else that might set another person off. Which, honestly, is a good thing, given the path in life he's chosen.
Good Friend
While Ricky's not exactly the life of the party, he's not a total sourpuss, either. He likes having friends as much as anyone else, he just ... requires people who can handle his disposition during work hours - or who just avoid him then. When someone is his friend though, he's a great one. He's always there to offer an ear to listen or a shoulder to cry on, and he goes out of his way to try and coordinate fun outings (and... innings?) for those close to him. Friends are family, and he always takes care of his family.
Three Weaknesses:
Short-Tempered
When something frustrates Ricky, it does so quickly. People in particular seem to annoy him with very little provocation - at least, those bothering him during work hours or that hit any of his particular hot issues, like pokémon negligence or slacking off on the clock. He's quick to pop off in anger at these times, often swearing, shouting, or hitting nearby tables with seemingly little provocation.
Bull-Headed
You know the phrase, "Is this the hill you want to die on?" Ricky has been prepared to die on many, many hills. When he gets something in his head, it's a true struggle to change his mind or deter him from an idea. He is willing to debate and argue his stance at a moment's notice, and he's not afraid to stand his ground about things, even if it's clearly going to end up with him face down in the dirt.
Tuned Out
Apart from his select personal interests, Ricky has the rest of the world fairly tuned out. He has no idea about celebrities or current politics - hell, it's likely he's only aware of the island's development in the rare times it affects his life. His world involves only those things near him and anything that directly affects them - anything else, he's likely to be totally lost on.
History:
Ezra (known as "Ricky" from as young as seven, having been teased about his birth name at school) was born on a mud ranch in Orre - literally, as his family raised a combination of mudsdales, quagsires, and their respective lower forms for companionship, work, and food. This meant he began work at a young age, and unlike many young people in the region he didn't set off as soon as he could to some great pokémon journey - instead, he stayed at home, learning the family trade and beginning his education in rearing. Long nights slogging through the artificial ponds and muck gave him a sense of appreciation for lonely, dark atmospheres, and he began diving into a lifelong interest of creepy, spooky tales and media even as a child.
Ranch life was not his destiny, however, as while he didn't mind the work - quite enjoyed it - he wanted to know more than his mother, father, or four siblings could ever teach him. He left for university as a young adult, though it didn't come as much of a surprise - at least to his mother. His father had never noticed what a bookworm he'd been in his little free time, though he didn't notice much outside of his herds. There, he took up studies as a nutritionist, specializing in pokémon nutrition, while supplementing his degree with studies in rearing... although those were really just a formality in his eyes.
Ricky's coming to Nauwill was actually quite an accident; he'd only graduated shortly before the project was announced publicly, and he'd never actually had any intention to apply for anything as grandiose as a department head. Honestly, he'd not even known about the project until an unusual encounter at Gateon Port! He'd discovered two thugs selling clearly malnourished eevees in a side alley, and despite having not brought any pokémon of his own, was very ready to fight both of the men over their obvious backyard breeding operation. He'd been one step from throwing a punch when some "weird guy" intervened - that, he'd find out later, being a particularly powerful man. Long story short, Ricky ended up with a set of eevees to nurse back to health for one Hayashi Junpei and two very unfortunate people learned what it felt like to be on the wrong end of a very annoyed garchomp.
Junpei admired the young man's work ethic, obviously paying him for the task over several weeks, and after a bit of digging on his background, offered him a very lucrative contract to run a particular facility on Nauwill. Though obviously a little ... suspicious of why a region being actively explored would even need something like an enrichment facility - not to mention privately quite surprised at the money offered him - Ricky wasn't stupid enough to turn down an offer from a rich CEO straight out of university.
He now, of course, runs the Doveport Pokémon Enrichment Facility, and he will get angry if you call it a daycare.
