They are roughly medieval ages in tech tree. They have access and general knowledge to things like forging basic metals, glass production, farming, and even some have learned how to raise/domesticate animals for use.
They don't have high tech but some more gears/steampunk esk can appear even if such is rare.
Forging and the like is often done with special techniques and materials by volcanic vents underwater. Some specialized aboveground forges have been done with mixed results but can provide more consistent results.
Animal domestication is a relatively new thing as despite its obvious usefulness it can be hard to find the right beasties and keep them safe be on land or water.
